The Challenge
Tehran, one of the most polluted capitals in the world, faced significant challenges in urban traffic management and air pollution control. A critical issue was the inefficiency of the city’s license plate recognition camera network, comprising hundreds of devices designed to monitor vehicle entry and exit in traffic and pollution control zones. Poor quality and performance of the network led to one in four vehicle movements going unregistered. This inefficiency not only exacerbated air pollution but also resulted in an annual loss of millions of dollars in revenue from traffic permits and fines for unauthorized entries. Addressing these issues was vital to improving urban governance and environmental quality in Tehran.
Our Role
In 2019, Pulseware partnered with Tehran Municipality to enhance the infrastructure and operational efficiency of the traffic and air pollution control network. Through expert analysis, strategic collaboration, and regular assessments, Pulseware implemented impactful changes to revitalize the system.
Our Approach
To address the challenges, Pulseware adopted a comprehensive approach:
1
Infrastructure Restoration
Restored the business pattern activity of the license plate recognition camera network to ensure accurate monitoring of vehicle movements.
2
Data Analysis
Conducted detailed measurements of unregistered vehicle movements to identify performance gaps.
3
Collaborative Problem Solving
Held bi-weekly expert meetings at operational and business levels to address challenges and calculate economic losses caused by the network’s inefficiencies.
4
Performance Reporting
Delivered 84 analytical reports over four years, providing actionable insights for continued improvement.
The Outcomes
Reduced Error Rates
Improved the network’s performance to one error in every 12 traffic registrations, reducing the missed call rate from 25% to 8%.
Increased Revenue
Prevented an annual revenue loss of $5 million from traffic permits and pollution control fees, enabling essential reinvestments in urban infrastructure.
Enhanced Public Services
The recovered revenue is equivalent to the annual purchase of 35 modern buses for Tehran’s public transportation system, directly benefiting citizens.
Why It Matters
Pulseware’s efforts have set a new standard for urban traffic management and air pollution control in Tehran. By improving monitoring systems and reducing inefficiencies, Pulseware has contributed to a cleaner environment and more sustainable urban infrastructure.
